Shillong, 20th Nov 2024: The Integrated Command and Control Centre, Umsawli, Shillong, was inaugurated today by Chief Minister, Conrad K Sangma, in the presence of Deputy Chief Minister, and Minister, Urban Affairs Sniawbhalang Dhar, Chief Secretary, D P Wahlang, Director General of Police Idashisha Nongrang, Commissioner & Secretary, Urban Affairs, Vijay Kumar and Commissioner & Secretary, Information Technology, Pravin Bakshi.

Speaking during the occasion, Chief Minister, Conrad K Sangma, said that the Integrated Command and Control Centre (ICCC) is the brain of the entire Shillong smart city. “This is a platform that can connect different activities in the Information Technology field and it being an open Application Programming Interface (API) makes it even special and the potential of the ICCC is immense and this center will be a mechanism and technology that can assist in making right and timely decisions,” he said.

Talking about the uses of the ICCC in surveillance, management of disasters, dissemination of information and management of daily city operations the Chief Minister said, “Technology is only as good as it is applied and having this ICCC does not mean we will be free from challenges and issues but the information from this ICCC and its application in decision making and the action ensuing from it is what will make a difference,” he said.

The Chief Minister urged departments like IT, Urban, Police, Municipal to work out the SOPs, protocols and have the systems in place at the earliest so that the technology that is now available can be used for the improvement of Shillong city and actually make it a smart city. He informed that the next step is to create a massive data center at the ICCC, “Meghalaya should become the data center hub of not only the North East but the entire eastern region because we have the potential for it,” he informed. He also said that the government is putting up optical fiber connectivity to every block and every district will ultimately be connected to the ICCC.

“We are also working aggressively to ensure that we are able to land the submarine cables in Shillong and our goal is to connect every block and every district in a complete IT network,” he said. He added that the ICCC will empower for bringing in better governance in a smarter manner because it’s not only about a smart city but a smart governance.

In conclusion he elicited the participation and cooperation of the people and the community and added, “A city can only be smart when all work together not only to make it a smart city but a great city.” He also said that cities like Tura and Jowai will be integrated into the ICCC in future.

The ICCC, Shillong is model driven and instead of a traditional API, the ICCI platform takes a declarative language approach to model devices, it is also vendor agnostic device model and any vendor can integrate in to the ICCC digital platform irrespective of the communication protocol. The ICCCI platform being an open API it is available for integration with existing apps of city or integration with upcoming applications. The key components of the ICCC Shillong are ICCC platform, ICCC with monitoring workstation with video wall 30 seater operator capacity and 20 workstations, data center, collaboration solution and contact center and the city network and smart elements of the ICCC are City Surveillance System with Video Analytics, Solid Waste Management System, Intelligent Traffic Management System, City Wi-Fi, Public Address System, Emergency Call Box with Public Address System, Variable Message Display, Smart Pole and Smart Street Lighting.

City Surveillance System has been set up at 96 locations, Smart Poles at 20 locations and Variable Message Display at 20 locations.

Also present during the inauguration were headmen of different locations of Shillong city and officials from police, urban and municipal departments.

Launch of “Restart Meghalaya Mission’ on 15th August 2020

The Mission comprise of a series of interventions to support farmers and entrepreneurs by enabling them to build growth-promoting basic infrastructure and services. Under this Mission, 1917iTEAMS – the IT Platform aimed at enabling farmers access to agricultural information, crop advisories and markets will be expanded logistically through induction of another 100 vehicles.

Creation of the Directorate of Food Processing on May 2018

With the objective of seizing opportunities in the sector and the untapped food processing potential of the state for uplifting the livelihoods of farmers and value chain actors, the Government of Meghalaya created the Directorate of Food Processing (DFP) as a one-stop agency to handle all matters relating to food processing in the state and to deal with all central government Ministries and Agencies (viz. Ministries of Agriculture, and Food Processing, SFAC, NCDC, NABARD, etc.) in all matters pertaining to the development of agricultural food processing sector.

First Ever Farmer’s Parliament held on 4th - 5th December 2018

The parliament was organised by the state department of agriculture in collaboration with Meghalaya Basin Development Authority (MBDA) and the Hill Farmers' Union (HFU). As a step toward the promotion of new technologies, HFU with the support of Meghalaya government, signed a Memorandum of Understanding (MoU) for a Machine Learning Artificial Intelligence App for farmers — called Nongrep (nongrep in Khasi language means farmer) with its software partner Impetus Solutions from Hyderabad — as a social innovation project. This app will address matters of farm aggregations, soil health and disease identification, crop yield, farm produce pickups, market linkage and retail sellers app.

Launch of the Farmer’s Portal on 7th May 2018

The Meghalaya Famers’ Portal (www.megfarmers.gov.in) of the Department of Agriculture is a platform for farmers to seek any information related to agriculture. Detailed information on farmers’ insurance, agricultural storage, crops, extension activities, seeds, pesticides, farm machineries, etc. is provided. Details of fertilizers, market prices, package and practices, programmes, welfare schemes are also given.

  • Meghalaya has been selected for the Commendation award in 'Total foodgrains Category-III' for 2017-18. The award consists of a citation and an amount of Rs. 1 crore.
  • Meghalaya Agriculture Department and the MIE Meghalaya Team won the '7th eNabling North East (eNorth East) Award 2019-20' in the 'Agriculture & Rural Development' category for 1917 iTEAMS project which is a project in collaboration with Digital India.
  • Prime Minister Narendra Modi awarded Meghalaya on May 2018 the Krishi Commendation Award for the year 2015-16, in recognition of the commendable foodgrains production achieved by the State.
  • Meghalaya has been adjudged the Most Improved Small State in the category of Agriculture and received the India Today – "The State of the States” Award on 23rd November 2018.
